Constitution of the Fossil Ridge High School Student Council

Preamble We, the students of Fossil Ridge High School, in order to promote harmony among the student body and the various inter-school organizations; to establish a better relationship between this school and all others of its kind and our surrounding community; and to raise the standards and ideals of the students themselves, do ordain and establish this Constitution for the Fossil Ridge High School Student Council.

Article 1 � Name
This organization shall be known as the Fossil Ridge High School Student Council.

Article 2 � Purpose
The purpose of the organization shall be:
1. To promote activities for the betterment of the school, community, state, and nation;
2. To bring about closer cooperation between the faculty and the student body;
3. To cooperate with the administration in addressing problems concerning the school and the student body;
4. To promote a desire for good citizenship in each individual student of Fossil Ridge High School;
5. To create and maintain school spirit, loyalty, unity, and support for all of its organizations and activities.;
6. To provide a forum for student expression;
7. To develop leadership skills in its members.

Article 3 � Powers and Limitations
Section 1 The Student Council shall have the power to:
A. Make and enforce all rules necessary for the conduct of its business.
B. Promote the development of the extra-curricular and co-curricular activities of the school.
C. Recommend and appoint necessary committees.
D. Promote respect for the school, its faculty and its property.
E. Investigate and report on matters referred to it by the faculty, student body, and/or administration.
Section 2 The Student Council shall report its activities to the Principal on a regular basis.
Section 3 The Student Council shall obtain approval from the Principal or other designated member of the Administration prior to the implementation of any major project.

Article 4 � Membership
Section 1 The membership of the Council shall consist of all duly elected Student Body and Class officers and all service members as defined in Section 2 under this Article.
Section 2 Service members of the Council shall be any member of the student body at large who petitions for inclusion in Council projects and activities or to serve on a Council committee. Service members shall be subject to the same eligibility requirements, duties, and responsibilities as elected members of the Council.

Section 3 Qualifications for membership:
A. Prospective members must have a current grade of 70 or above, and a citizenship grade of E or S, in all classes at the time of entrance to the Council.
B. Candidates seeking election to student body or class office must maintain an 80 or above in each class of every 9 week grading period. This includes the ten points added for an AP or Pre-AP class.
C. Members must maintain a current grade of 70 and citizenship grade of E or S in all classes throughout the year.
D. Prospective members must obtain the required number of signed recommendations from current teachers. �Current teachers� shall include all teachers with whom the student has worked during the current school year.
E. Members must conduct themselves at all times according to the Student Code of Conduct of FRHS.
F. Members must acquire a minimum of 15 community service hours, ten of those hours must be Student Council sponsored.
G. Members must maintain the minimum number of points on the Student Council Point System, per nine weeks, in order to be considered a member in good standing. The Student Council Point system is a mechanism for monitoring and rewarding the activity of Student Council members in supporting council and school-sponsored activities.

Article 5 - Election to Office
Section 1 Student Body
A. The student body at large shall elect the following Student Body Officers: President, Vice President, Secretary, Treasurer, Parliamentarian, and Historian.
Section 2 Qualifications � Student Body Officer Candidates:
A. All Student Body Officer candidates shall be subject to the provisions for membership as stated under Article 4.
B. Each candidate for Student Body Office must be a Junior or Senior during the term of service.
C. Candidates seeking election to the offices of President and Vice-President must have served as a member at least two years prior to candidacy.
D. Candidates seeking election for all other offices must have served as a member for at least one year prior to candidacy.
E. Candidates serving a term on the Council must maintain membership in good standing in order to file for a new term of office.
Section 3 Class Officers
A. Each class shall elect the following Class Officers: President, Vice-President, Secretary, Treasurer, and up to six Representatives.
B. Officers and Representatives from the Sophomore, Junior and Senior class shall be elected in the Spring Semester while Officers and Representatives of the Freshman class shall be elected in the Fall, after their first nine weeks on the FRHS campus.
1. Freshmen applying for office must have attended a minimum of two Student Council meetings prior to turning in an application.
Section 4 Qualifications � Class Officer Candidates
A. All Class Officer/Representative candidates shall be subject to the provisions for membership as stated in Article 4.
B. Candidates seeking election of Sophomore, Junior, or Senior class office must have served at least one year on the Student Council prior to candidacy.

Section 5 Filing Procedures � General � For offices requiring one year or more prior to applying, the following rules apply.
A. All candidates for Student Body or Class Office must obtain a petition for election to office from the Advisor during the time designated for filing
B. He or she must submit his or her completed petition including all required documentation of qualifications and eligibility for office on or before the due date for petitions.
C. The final approval of each petition rests with the Advisor and /or Principal following receipt of the candidate�s teacher recommendations.
Section 6 Filing Procedures � Class Officers
A. Each candidate shall file a petition for the office of his or her choice.
B. The candidate who receives the greatest number of points according to the provisions in Article 5, Section 7 shall earn that office.
C. Four positions for Class Representative for each class shall be awarded to the candidate with the second greatest number of points for each office.
D. The remaining two positions for Class Representatives for each class shall be awarded to the two remaining candidates with the greatest number of points overall.
E. The total number of Officers and Representatives for each class shall be no more than 10.
Section 7 Election Procedures � General
A. All elections shall be conducted by secret ballot.
B. Each voter may record one vote for each appropriate Class Office and one vote for each Student Body Office.
C. The ballots will be collected and counted by the Advisor or an Advisor�s designee. Ballots shall be tallied in the presence of an administrator or other designated witness.
D. The general election shall constitute forty % of the points necessary for election to office.
E. Thirty % of the points shall come from teacher recommendations and the interview board.
F. Thirty % of the points shall come from points accumulated by the candidate through the point system during the school year.
G. Candidates may not wage negative or smear campaigns. The name of any candidate found to violate the published campaign regulations shall be removed from the ballot.

Article 6 � Duties and Responsibilities
Section 1 Duties and Responsibilities � Members
A. Each member of the council shall serve on at least one committee.
B. S/he shall express the viewpoints of the students that s/he represents.
C. S/he shall serve as a role model for his/her peers and the community.
D. S/he shall perform the specific duties of his or her elected or appointed office or committee.
E. S/he shall actively participate in the activities of the FRHS Student Council.
Section 2 Duties and Responsibilities � Student Body Officers
A. The President shall:
1. Preside over meetings of the Student Council, Student Body, and the Executive Board.
2. Call special meetings with the permission of administration and/or Advisor.
3. Be responsible for carrying out the purposes of the council.
4. Be the official representative of the student body.
5. Prepare an agenda for all meetings.
6. Know and use Roberts Rules of Order.
B. The Vice-President shall:
1. Serve as Presiding Officer in the absence of the President.
2. Serve as President if that office is vacated.
3. Monitor and coordinate the work of all committees.
4. Conduct the morning make-up meetings.
5. Complete all Outstanding State paperwork.
C. The Secretary shall:
1. Keep the minutes of all Student Council meetings.
2. Keep the minutes of all Executive Board meetings.
3. Keep the Student Council files exact and up-to-date.
4. Record attendance.
5. Prepare and answer all outside correspondence at the direction of the Student Council.
6. Preside in the absence of President and Vice-President.
D. The Treasurer shall:
1. Keep a record of all money held, acquired, and disbursed by the Student Council and make a report of this record each Student Council meeting.
2. Be in charge of fundraising throughout the year.
E. The Parliamentarian shall:
1. Interpret the constitution, rules of order, and procedures of the Student Council.
2. Keep order in the meetings.
F. The Historian shall:
1. Supervise the scrapbook committee.
2. Prepare and keep a summary of all Student Council events.
3. Report all news that concerns the student body to the school newspaper and to local newspapers.
4. Supervise publicity of all Student Council activities.
Section 3 Duties and Responsibilities � Class officers
A. Class Presidents shall:
1. Preside over class meetings.
2. Prepare an agenda for class meetings.
3. Prepare and present a report on class activities and concerns to the Student Council on a monthly basis, according to a schedule established by the Council. The class sponsor will facilitate the presentation of such concerns to the administration as appropriate.
B. Class Vice-President shall:
1. Preside over class meetings in the absence of the President.
2. Serve as Class President if the office is vacated.
3. Monitor and coordinate the work of all class committees.
C. Class Secretary shall:
1. Keep minutes of meetings.
2. Send, receive, and answer all outside correspondence for the class.
3. Maintain records of member attendance at class and committee meetings.
D. Class Treasurer shall:
1. Maintain a record of all money acquired and dispersed by the class.
2. Prepare reports, which shall be presented at all class meetings.


Article 7 � Organization of the Council
Section 1 Executive Board
A. Executive Board shall consist of all Student Body officers and the Advisor.
B. Other Council members may be invited to participate as deemed appropriate by the Board and/or Advisor.
C. The Executive Board shall meet once a month or as deemed necessary to conduct business.
Section 2 Committees
A. Standing committees shall be created as deemed necessary by the Council with the consent of the Advisor. The following committees shall be appointed annually:

Energy and Environment
Pride and Patriotism
Teacher Appreciation
Community Service
Fundraising/Dance Publicity
B. Other committees may be formed throughout the year as deemed necessary by the Council and the Advisor in order to conduct business.


Article 8 � Removal From Student Council/Office
Section 1 Removal from Student Council may result from any of the following:
A. Failure to maintain any of the Membership requirements as stated in Article 4, Section 3(A-F), and Article 6.
B. Failure to maintain Article 4 Section 3 G will result in probation.
C. Disciplinary action taken by the school administration such as assignment to ISS or suspension.
D. Disciplinary action taken by any law enforcement agency.
E. Attending any function at which alcohol and/or drugs are served to and consumed by minors.
Section 2 Removal will follow the guidelines below:
A. The first offense will result in a 3-week probation
B. The second offense will result in suspension for the remainder of the year.
Section 3 Removal will follow the guidelines below:
C. If any offense is deemed severe by the administration and Advisor, the member will be dismissed from office immediately. Severe offenses include, but are not limited to, those involving drugs, tobacco, alcohol, and/or violence in accordance with the stipulations of the FRHS Student Code of Conduct.
D. The Advisor and/or Principal, or his or her designee shall be present at all meetings where dismissal of a member is being discussed.
E. The member will not be allowed to run for office.
Article 9 � Vacancies
Section 1 Student Body Officers
A. If the President is removed for any reason, the Vice-President shall take his/her place, and the new President with advice and consent from the Advisor and Executive Officers shall appoint another Vice-President from the remaining officers.
B. If any other office is vacated, a Council member in good standing from the junior or senior class shall be chosen by the Executive Board to fill the vacancy.
Section 2 Class Officers
A. Class Officers are also subject to the provisions for Removal from Office as stated in Article 8, to be documented and implemented by the Class Sponsor.
B. If a Class President is removed for any reason, the Vice-President shall take his or her place, and the new President, with the advice and consent of the Class Sponsor and the remaining Class Officers shall appoint another Vice-President from the remaining officers.
C. If any other office is vacated, one of the Representatives from that Class who is in good standing shall be chosen by the remaining Class Officers to fill that vacancy.

Article 10 � Ratification and Amendment of the Constitution
Section 1 The Constitution shall be ratified upon a three-fourths majority vote of the membership present in session.
Section 2 Amendments shall be offered in the form of a written proposal to the Executive Board. A two-thirds majority vote of the Executive Board shall be required to place the amendment on the agenda for the next regular Student Council meeting.
Section 3 An amendment shall become effective upon a three-fourths majority vote of the membership present in regular session.
